That particular spot on the bridge is re-graffitied regularly because it's a flat surface at eye level and reachable from the pedestrian path. It's like a game, waiting to see what's gonna come up next.
The runners were fortuitous. I just wanted the grafitti, but I saw them coming and thought they might add a little color and interest. It wasn't till I was downloading the shots that I saw the extra meaning. Hee! I had one shot where the runner in blue was much closer, and clearly workin' the message, but her face was totally recognizable so I thought I ought to let that one go.
