They're actually the pylon-thingies that pin the floating walkway to the river surface--it moves up and down on the pins as the water level rises and falls during the year. They're some kind of ferrous metal, because that color is rust.
The white caps on top are both decorative and functional, though not lighted: they keep gulls from sitting on the pylons and guano-ing them to death. The design choice to make them white has always struck me as an excellent one, though.
